Consequences of the
National Origins Act
The goal of the National Origins Act was to control
both the quantity and quality of U.S. immigrants in an
effort to prevent further erosion of the ethnic composi-
tion of U.S. society. The law accomplished this goal
using three mechanisms: capping the overall number of
immigrants allowed into the United States in a given
month and year; favoring immigrants from certain
countries; and screening out otherwise qualified immi-
grants as unsuitable to the United States during the visa
screening process. The sorting mechanism heavily
favored northern and western European countries. The
temporary formula of 2% of the foreign-born of each
nationality in the 1890 census gave 85% of the quotas
to northern and western European nations. The national
origins system fully implemented in 1929 continued
the trend of both overall restriction and nation bias.
Indeed, the act virtually halted all immigration from
southern and eastern Europe. Thus, European immigra-
tion dropped from more than 800,000 in 1921 to less
than 150,000 by the end of the decade.
In addition to controlling the volume of immigra-
tion from Europe, the National Origins Act also
allowed a mechanism for selection of immigrants as
well. In its creation of consular offices abroad, the act
provided a frontline screening mechanism for select-
ing out those deemed unsuitable for the United States.

PART ONE
This is an old topic but I thought I would post some interesting info that I found. Give me green before someone drowns me in red.
Equal Protection Clause - Wikipedia, the free encyclopedia (http://en.wikipedia.org/wiki/Equal_protection)
The Supreme Court has defined these levels of scrutiny in the following way:
Strict scrutiny (if the law categorizes on the basis of race or national origin or infringes a fundamental right): the law is unconstitutional unless it is "narrowly tailored" to serve a "compelling" government interest. In addition, there cannot be a "less restrictive" alternative available to achieve that compelling interest.
In Bakke, the Court held that racial quotas are unconstitutional, but that educational institutions could legally use race as one of many factors to consider in their admissions process. In Grutter and Gratz, the Court upheld both Bakke as a precedent and the admissions policy of the University of Michigan law school. In dicta, however, Justice O'Connor, writing for the Court, said she expected that in 25 years, racial preferences would no longer be necessary. In Gratz, the Court invalidated Michigan's undergraduate admissions policy, on the grounds that unlike the law school's policy, which treated race not as one of many factors in an admissions process that looked to the individual applicant, the undergraduate policy used a point system that was excessively mechanistic.
In these affirmative action cases, the Supreme Court has employed, or has said it employed, strict scrutiny, since the affirmative action policies challenged by the plaintiffs categorized by race. The policy in Grutter, and a Harvard College admissions policy praised by Justice Powell's opinion in Bakke, passed muster because the Court deemed that they were narrowly tailored to achieve a compelling interest in diversity. On the other side, it is argued that the purpose of the Equal Protection Clause is to prevent the socio-political subordination of some groups by others, not to prevent classification; since this is so, non-invidious classifications, such as those used by affirmative action programs, should not be subjected to heightened scrutiny.[30]

The Immigration Act of 1924 provided that for three years immigration will be restricted to 2% based on the census of 1890, and that after June 30, 1927, total immigration from all countries will be limited to 150,000 based upon national origins of white inhabitants as shown by the census of 1920.

One change I noticed.
Now people can continue in the old system if the I-140 was approved or pending before the first day of the fiscal year subsequent to the the bill being enacted. So if the bill is passed right away, you need to have filed your I-140 before Oct 1 2007.
Buehler : Thanks for the find. Can you quote it please, if possible?

IV is asking people to participate in calling senetors to support Lofgren bills. Its asking for visa recapture? How does this translate in saying nothing is being done? Let me ask you politely in which campaign's have you participated
IV is basically saying EB3 folks stop all initiatives. Rather convert to EB2. It's comfortable to say IV core and decisionmakers are composed of EB2 folks.

As Sbabunle said, the quickest way is to join a consultancy.
I am unable to figure out exactly what your *skillset* with those limited keywords, but this is a quick summary of what I can help you with:
1) Help you get an IT job (if you have IT skills). Nothing to worry about not having IT skills. All you need is basic literacy and have to learn how to copy-paste. There are some exceedingly easy jobs like Business Analyst (which are for people who don't know anything) where you would have to copy paste from word documents.
2) If you don't have IT skills, but are willing to learn, I can find mentors who would train you. I can give you a quick intro to a wide-range of technologies and the career prospects.
3) Help get you a best rate. 90% of billing rate.
4) I can even convince that consultancy to donate the rest, 10%, to IV. This is a win-win situation for you as well as IV.
Let me know what all help you need and I'd be glad to help you with anything. My ph# is on my profile. I don't know whether you can access my profile, will send a PM.
Best,

Just reporting what I saw on CNN. During the Sen. McCain interview with Judy Judy Woodruff & Richard Stengel, Richard asked something like - what about the green cards for the highly skilled immigrants educated by American Universities. To this Sen. McCain replied implying - they should be given green cards sooner, I am not sure if they could be given automatic green cards but the process should be faster.....
He said it not exactly in these words but implying something to that effect. They were suppose to ask Sen. Obama the exact same questions. Did anyone see Sen. Obama's answer to the question about green card for high skilled immigrants from Richard Stengel? Just curious....

:)
It just reflects in your postings whether they are in your bhojpuri hindi or your broken English.
Just grow up!!!!

Most EB2's who are talking on this forum are idiotic, egostic and too much of themselves to think straight. Case in point Smugbee, SNathan and TonyHK. Since they don't have ead they want ead and thats all they care about. As long as they get to file 485 and get ead they dont care.
When an eb3 complains about waiting for GC he/she is a whiner and has to recognize the superiority of an EB2 getting GC before EB3 even if teh EB2 is 1 year in thsi country and EB3 has been waiting for 12 years.
When an eb2 complains about not having ead his concerns are valid and nothing else is more important on IV thean that

I think for first meeting 10-12 are enough. Let us meet and decide upon the strategy to have more people. I would prefer not to have lot of people in the first meeting.
Never say that. We need everyone. This discourages those who are on the fence.
I am saying this by experience - being a non profit and no obligation group - many people who want to do something - are just sitting on the fence finding it tough to decide whether to make the jump or not - a very good example is the rally. Most people just wanted to see how the response is and then jump in.
Every member in IV is a very crucial member - everyone has skills that he/she can contribute so just get as many people as possible - keep them intact - this is very essential. If people start backing out - others will lose morale. And slowly people will stop showing interest and when something drastic happens everyone will start blaming IV for not doing its job and will ask IV for doing fast actions.
We worked extremely hard to build the Tri State team so did California folks and other folks are catching up - it involves a lot of hard work and you will be constantly attacked by people for no fault of yours, but it is very essential that you keep up the tempo and morale - patience and perseverence is the key here for building the team. Aggression and passion must be combined to lead something.
At Tri State we recongize everyone. Everyone in this area have worked extremely hard with a lot of dedication and commitment - words will not be enough to describe their commitment. A lot of people say - Tri State was a let down for the rally - but in reality - as we have seen 1500+ members, a lot of people drove over in the last minute from Tri State Area.
It takes a lot to build a team. So get as many people as possible involved.
Come on my dear Michigan folks - Ford and Chrysler must give us atleast 10,000 members. Please wake up from your slumber. People sitting on the fence must jump right now. yes, this is the time - just join us. Help IV to help yourselves

I don't know the history of BigTime007 postings. Maybe he has said some things in the past that lead to the ban but his most recent post which got him banned seemed just like venting and nothing more.
What I do find annoying though is when ppl whose PD's are in 2006-2007 tell ppl rotting in BEC to "enjoy the ride". I have seen a few threads in the past where someone stuck in BEC was just venting and then ppl come along and tell them to "be happy for others". I don't get it. How is a person who is stuck for years, sees ppl with later cases get interim benefits, supposed to feel happy knowing they will still be stuck.
I think all these poor souls are looking for is a few words of sympathy and company of ppl in similiar situation (not very different from ppl complaining about retrogression mind you). If we can not do anything to help ppl stuck in those blackhole let's not rub salt into their wounds.
Lastly, regardless of whether you are stuck in BEC or expect to be stuck in retrogression for the next few years, there is no reason to be uncivil.
I didn't read bigtime* posts either...but if he was being uncivil to us who are filing...its not right. He has every right to be frustrated but being uncivil is not right.
